Getting AGPO-ready

What the Access to Government Procurement Opportunities programme is, who qualifies, the documents to prepare, and how to keep the certificate working for you.

What AGPO is

Access to Government Procurement Opportunities (AGPO) is the government programme that reserves a share of public procurement for enterprises owned by youth, women and persons with disabilities. Kenyan law sets aside at least 30% of public procurement for these groups, and procuring entities advertise some tenders as reserved for them.

An AGPO certificate is what proves your firm is in one of those groups. Without it you cannot bid for a reserved tender, however good your offer is.

Who qualifies

Broadly, the business must be registered in Kenya and owned and run by members of the target group: youth, women or persons with disabilities. The ownership share, the age limit for youth and the evidence for disability are set by the programme's rules. Check the current criteria on the National Treasury's AGPO portal before you apply, because they are applied strictly.

Documents to have ready

Applications are made online. Expect to provide scanned copies of documents like these:

  • Certificate of registration or incorporation, and a current CR12 for a company
  • National ID cards of the owners or directors
  • The firm's KRA PIN certificate and a valid Tax Compliance Certificate
  • For persons with disabilities, the registration evidence the programme asks for
  • Any other document the portal lists at the time you apply

Keep it working for you

  • Note the expiry date on the certificate and renew before it lapses. A lapsed certificate fails a reserved tender at preliminary evaluation.
  • Keep ownership and directorship consistent across the CR12, the AGPO certificate and your tender forms. A mismatch is a common reason for rejection.
  • Keep your Tax Compliance Certificate current: it is asked for in almost every tender, reserved or not.
  • Read each reserved tender for which group it is reserved for. A youth-reserved tender is not open to a women-owned certificate, and the other way round.

Tendakazi keeps your AGPO certificate, CR12 and TCC in one vault, reminds you before they expire, and can handle the registration or renewal as a quoted service.

General information for suppliers, not legal, tax or financial advice. Procurement law, regulations, thresholds and government systems change: check the current rules with the procuring entity, the Public Procurement Regulatory Authority (PPRA), the National Treasury or KRA, and speak to an advocate or tax adviser about your own case.
