Technical proposal writing for Kenyan tenders: methodology, work plan, programme and organisation to the scoring criteria

Technical proposals written by engineers and quantity surveyors to the tender's scoring criteria and page limits, or your draft marked as an evaluator would.

Last reviewed October 2026

What it is
The scored part of the bid written to the criteria: methodology, work plan, programme of works, organisation and key staff, quality and HSE plans; or a review of your draft.
Who it is for
Firms bidding on works, consultancy and service tenders where technical marks decide who reaches the financial opening.
How it is paid
Quoted per proposal and paid by M-Pesa; part of a bid package.
Turnaround
On the quote; a full proposal needs time for your input and a draft review.
Delivered by
Tendakazi's engineers and quantity surveyors.

What the service covers

Where a tender is evaluated on marks, the technical proposal is where they are won: the understanding of the assignment, the methodology, the work plan and programme, the organisation chart and the key staff, the quality, health, safety and environment plans. Each is scored against criteria the tender publishes, and each has a format and often a page limit.

We write the proposal to those criteria, in the tender's structure, using your firm's real experience, staff and equipment. If you have a draft, we mark it as an evaluator would and show where the marks are being lost.

When you need it

  • The tender publishes technical criteria with marks and a pass mark
  • The proposal must follow a prescribed structure or page limit
  • The tender asks for a programme of works or a staffing schedule
  • You have been reaching the technical stage and falling short of the pass mark

What we need from you

  • The tender document, with the scope, criteria and format
  • Your company profile, past contracts and completion certificates
  • The staff you will assign, with CVs and certificates, and the equipment you will use
  • Your existing policies and plans, if any

How it works, step by step

  • Choose what you need: a complete proposal, one section, or a review of your draft.
  • We map the tender's criteria to a structure and agree it with you.
  • A writer with the right profession drafts each section from your material and questions to you.
  • You review the draft; we revise it and check the page limits and format.
  • The proposal goes into the pack, ready for signature where the tender requires it.

What it costs

Quoted by the sections required and the length the tender allows. A review of your own draft is quoted separately and costs less than writing from the start. Some plans include a number of proposals a year.

Mistakes it prevents

  • A methodology that describes the firm rather than the assignment
  • A programme that does not fit the contract period or the phasing the tender states
  • Key staff whose certificates do not match the CVs
  • A proposal over the page limit, or missing a section the criteria score

How it fits the rest of Tendakazi

The analysis report tells the writer which criteria carry the marks. Staff CVs come from the vault, and personnel compliance can bring the people a tender names up to date. The financial proposal is the other half of the same bid.

Questions

Who writes it?

Engineers and quantity surveyors on our team, matched to the sector of the tender.

Can you just review what we wrote?

Yes. A review scores your draft against the criteria and tells you where marks are lost.

Will you invent experience we do not have?

No. The proposal is written from your real contracts, staff and equipment. Where a gap exists, we tell you and point to a way to close it, such as a joint venture.

Does it include the financial proposal?

No. The financial proposal is a separate service, kept apart where the tender uses two envelopes.

Have the proposal written to the criteria.
